    Effiong further questioned the selectiveness of the pardon, saying, “How come Evans, the notorious billionaire k¡dn@pper, has not been pardoned?

    He did not mince words about the overall legitimacy of the pardon list, adding, “I do not think some of these pardons were warranted.
